>> good running weather for the runners. all right, lets get you going though because you will need some rain gear again today. this morning some patchy dense fog and some drizzle and a couple of sprinkles well south of town. the light showers sprinkles on and off here through midday. 74 by noon and this afternoon in the upper 70s but a better chance later in the day for some steadier heavier showers and maybe some rumbles of thunder from the south and southwest. this morning, some clear skies in spots overnight. that allowed the fog to form also and with the low level moisture around and you can see the light sprinkles coming in from the south and places like colonial beach and over the st. mary's county and calvert county. visibility now a half mile at andrews air force base. better in tappahannock. it's in the mountains and the shenandoah valley is going to be a slower ride due to that. here's monika with more on the slow ride. now the incident. good morning everybody.

i have the yellow light now. we're going to zoom into the north side of town where there's been the accident in howard county long-standing now. it is on the westbound side of i-70. the left lane is blocked and that's why it's taking so long with the pickup truck there. once beyond that you're okay on 70 over to 270 which is where we're going to look right now. there's fog in the gaithersburg area right now here at democracy boulevard dune into rockville and at the beltway you will be okay. a look back at the beltway and this time let's zoom into the other side of town. coming in on 95 and the vw parkway, you're okay. a live look at the beltway at route 50. now again fog as howard said at the eastern shore and route 50 and the beltway you're okay. all the way down to oxon hill everything is running fine and at speeds right now. over to the travel times starting off with --

coming up in my next report, we'll take a look at virginia roads at 6:12. back to you. thank you monika. at the top of the hour some of the stories happening today that we'll be hollowing for you. -- following for you. the federal reserve will announce its plans to jump- start the economy. economists believe it will shift $1.7 trillion from short- term securities to long-term holdings. what that means for all of us is reduced rates on mortgages and loans. we have some of the smoggiest air in the whole country. that's according to a report coming out today from the group environment virginia. the group says the air leads to health problems and it blames outdated environmental laws as the reason. nine servicemen killed in world war ii will be buried together today at arlington national cemetery. they died in 1943 when their b 173 e went down in the pacific.

their remains were found in 1949 but not identified until recently. this morning, two prince george's county police officers are facing charges on leave. >> they're accused of beating a university of maryland student and all caught on tape. 18 months ago following is post- basketball game riot in college park. surae chinn is live in college park with reaction from the county and from students. good morning. >> reporter: good morning. why has it taken this long? well, no one has really explained that part of the case. but we do know a year and a half later, the indictments handed down against these two police officers and they're listed and explained here all in the court documents here. the three indictments against two police officers, the prince george's county police department. the special divisions unit, they are police officer reginald baker and james harrison. they have been indicted. the state's attorney announcing that yesterday morning. well, the now infamous caught

on tape beating after a maryland win over duke basketball game. well, that student jack mckenna in the video overwhelmed by police and what appears to be officers beating on the bunt. mckenna and -- student. mckenna and nearly 30 other students were arrested but the charges were dropped after the video came out. >> i knew people like girls that were like -- that had like tear gas in their eye just because like they were just targeting everybody. and i guess it's good that they were actually held accountable for it even though it was like a year later. >> i think it's just lucky that they actually had the video and there's actually some accountability. it just kind of scares me to think what could have happened if there was no video. >> reporter: the officers indicted on first and second degree assault and misconduct. but these indictments could only be the beginning of this investigation. the state's attorney is saying they continue their investigation and now the federal bureau of investigation is also looking into possible civil rights violations and

that could mean federal charges. andrea? all right, sue rye chin live for us this morning in college park maryland. later today we can learn the identity of the man who scaled a white house fence. it happened around 6:30 last night near the western gate. officers drew their weapons and stopped the man before he reached the building no one was hurt. 6:05 now. and we're following breaking news, the american hikers jailed in iran should be released today. that's according to their lawyer in tehran. he says the deal has been reached. shane bauer and josh fattal will pay $500,000 in bail each. the pair have been in prison for two years now and they say they were hiking and got lost and wandered into iran. iran however says the two were spies is. the third person with them was freed last year. in just a few hours president obama will address the united nations general assembly. he's expected the say action at the u. n. is not the way for palestine to be recognized as

an independence state. friday. they are formally expected to apply for a seat at the united nations. today the president will meet with palestinian leader mahmoud abbas. it's heated on both sides. [ speaking foreign language ] >> we tell the entire world peace has only one way and that's justice, freedom and independence to the arab and palestinian nations. >> solution is in one place only at a peace table. you sit down and you negotiate. >> israeli prime minister left israel this morning and he'll be in new york as well later this week he will also meet with president obama and address the united nations. two months after an arlington county prefer was hurt in an early -- police officer was hurt in an early morning car crash, police have made an arrest in the case. they arrested 21-year-old katherine grace kron. she's charged with dui. we told you about this when it happened july 20th. police say the car driven by kron collided with a patrol car

it is 6:12. we've got clouds out there. some fog. even a few sprinkles down from the northern neck into southern maryland right now. a few light showers or sprinkles or fog through midday and then this afternoon a better chance of fog and maybe thunder develops. some rain also tonight. monika? a live look here in the district at m street and south capitol street. no problems to report heading into downtown this morning. the potomac and anacostia river

crossings are incident free. andrea? back to you. a fresh reminder that when tornado warning signs go off, you need to pay attention. that would have saved lives when a massive tornado hit missouri last may. it's one of the stories making news now at 6:13. the national weather service says people in the city of joplin did not respond quickly enough when warning science went off. it says people got used to ignoring them. 162 people died and it was the deadliest single tornado strike in u.s. history. the death toll in the reno, nevada air show crash is now at 11. a 50-year-old man who went missing has been identified. the national transportation safety board here in washington still trying to determine exactly what caused that crash. and we'll have more scenes like this in the coming months. the pentagon says the punch american troops in iraq will drop to 40,000 by the end of this month. they hope to have all troops out of iraq by the end of the

year. mike? it is estimated that one in three american kids is either overweight or obese. this weekend, the diversity leadership institute is teaming up with frederick memorial hospital to do something about that. joining us is morning is talking about the frederick family olympics. good morning. >> good morning. thank you mike. >> tell me about the family olympics. we were talking during the break and you said there's quite a few events that people can really enjoy. >> the first frederick family olympics in response to the health crisis. that we have nationwide right now in our county also. we're going to conduct the first family olympics for frederick for a sports event. that activities for children and their families. >> what kind of sports? >> we're going to have a lot of tables around. the families have the opportunity to play some sports

information. andrea, howard over to you. the weekend is looking good right now this morning fog is a problem in some areas. >> soft of that is patchy dense fog. this week also with the great frederick fair going on and they'll be dodging some of the rain drops and hopefully not getting too muddy at the fairgrounds because it has been damp the last couple of weeks and more wet weather on the way. the momslikeme.com bus stop forecast. we have that spotty shower. some patchy dense fog. temperatures are mainly in the low to mid- 60s this morning. with sunrise not for another 40 minutes or so. getting later and later. want to talk about today though because this morning just some sprinkles or showers even through midday but through the afternoon, that's when the rain chances will increase. temperatures will be getting into the mid 70s and by late this afternoon, we have a better chance of showers and thunderstorms coming in from the southwest to the northeast. so areas down toward culpeper, charlottesville and harrisonburg they will see it first before we see it and this

may hold off until after the dinner hour. our satellite and radar combined. some breaks up north although the clouds are returning from the south and even a few light sprinkles between charlottesville and richmond along i-64. some of that is north of i-64. looking at the radar coming in. live doppler 9000 hd focused to the northern neck and st. mair ray's county. this is the potomac river. there's leonard town. over the colonial beach with light sprinkles at sandy point as will. the other story is the fog this morning. seen visibles quarter mile now in western maryland and west virginia. andrews is down to half along with gaithersburg. so patchy dense fog and your temperatures look at that. i'll step out of the way for just a minute. low to mid- 60s. i mean they're fairly uniform and when you've got a lot of humidity around and low clouds. you can get a fairly uniform atmosphere and our humidity at 100% at national with an east northeast wind at 7. dew point

temp both at 64 degrees. one storm system in the northern plains, this guy is moving too slowly for us. we would like to see this kind of be moving faster. that would kick the moisture over us out of the way but look at all the moisture from kentucky and tennessee down to georgia and the carolinas all moving in this direction. waves of moisture at times and been talking about that for a couple of days and this won't change anytime too soon. so today, morning fog. some scattered showers and storms this afternoon. mid 70s. more showers tonight down in the 60s. tomorrow morning. upper 70s. friday, still a chance for scattered showers and storms mid- to upper 70s. the weekend, drier but not completely dry saturday at 77 and a chance for some afternoon thunder on sunday with highs again in the upper 70s. well, the pattern is getting old monika? >> it is getting old fast right howard? we've got the yellow light and that's because we've got the patchy dense fog as howard says around the area. luckily no big deal close in. in fact let's take a look at

the beltway. you can see the yellow cars just the normal slow rush hour flow. zoom into # 6 on the inbound side. taking a look live right now. you've got slow traffic as you leave route 234 to route 29 in centreville. that's going to take you about 12 minutes there. and then heavier again route 50 to 123. all incident free on 66. we're going to back over to the beltway and this time let's zoom into 95. we've got a couple of slow stretches as you can see here. dale city to the river and then all the yellow cars means lorton into springfield before that pace improves on to 395. live right now here at seminary road. no problems just a little bit of volume as you can see but everyone is still moving at speed up at the 14th street bridge. over now to your travel times on the inbound side of the dulles toll road -- coming up in my next report,

fog. little drizzle in spots but that may slow you down the morning. the visibilities on the eastern shore, quarter mile in western maryland and even a half mile from andrews and gaithersburg at the montgomery county air park. this morning, the fog is more of an issue than this afternoon. showers will become steadier and maybe heavier late this afternoon. highs in the mid 70s. mike? thank you howard. the capitals hit the road tonight. they take on the blue jackets in columbus. last night for the first time in 19 years, the caps skated up i-95 to baltimore. a packed house for the team's preseason debut against the predators. chris murlier had a goal and an assist for -- mueller had a goal and an assist for nashville. the caps lost. ross detwiler has four wins in his career. the phillies' cliff lee has four in the last month but last night though, nats and phillies in a night game doubleheader. detwiler went seven and a third innings for washington and just three hits and struck out three.

mountains. part of the valley. visibility there in some spots a quarter mile or less. inside now to monika samtani to update us on timesaver traffic. a live picture here in virginia on the northbound side of i-395. you can see the ramp to glebe road is blocked off. although i have seen a couple of cars try to squeeze through but generally speaking you cannot actress that ramp to -- access that ramp to glebe road off of 395 right now. i of course will keep you posted on the situation. over to the maps and in problemmed otherwise on the -- no problems otherwise on the beltway. it's the normal rush hour flow. zoom into the beltway north side of town, in fact a live look at university boulevard. the overall delays off and on from95 through silver spring. everything is fine at bethesda. back to the maps and this time the west side of town. first of all if you're coming south on 270. it is quite slow right now route 80 to 121. no problems at the american

weren't thinking frugality when tea planned the conferences -- they planned the conferences over the last couple of years. a five day conference in august of 2009 to train immigration lawyers spent $4,200 on 250 muffins. that's $16 a muffin. the justice department's acting inspector general is blasting conference planners for wasteful or extravagant spending. at the end of the bush administration, and early in the obama administration. some of the spending coming even after spending crackdown that followed a 2007 audit. >> very clearly doj was told that its expenses for conferences were way off track at least four years ago. now we come to find that only some i want privates have been made in they have a long -- improvements have been made and they have a long way to go. >> some more examples of overspending. kansas soda, $5.57 each. $10 per cookie and brownie. swedish meat balls going for $5

ready for a bigger tax bill. the city council voted to raise taxes to 8.95%. and the council was divided on the issue though. >> we ought to have a different higher rate for millionaires and that's what this bill is about. >> it could not be more counterproductive to the futures of city to raise our taxes. >> the tax hike will take effect october 1st and will stay in place for four years. supporter say it could bring in $10 million. the may -- $106 million. the mayor is expected to sign the bill. this morning we are helping you get hired. a grocery store chain is holding two career fairs today. we're talking about aldi looking for cashiers, managers and some existing stores and some new ones in d. c., maryland and virginia. part of the career fair is going on right now through 9:00 a.m. part two this afternoon from 4:00 to 7:00 p.m. and there are two locations. the marriott courtyard at 1325 second street. that's in northeast. and at the marriott conference

center at 3501 university boulevard in hyattsville. you have to be 18 and have to have a high school diploma or ged to apply. two were caught on tape beating a university of maryland student along route 1. >> surae chinn is live in college park with reaction to the new developments. >> reporter: the news has made it to the front page of the university's newspaper. which you would expect here on the diamondback here. naming the officers indicted for a riot assault. well, many students have moved on. it's a brand new school year here at the university of maryland. but some students have not moved on. especially for jack mckenna. he was a junior at the time. he has since graduated but as the news comes out, thoughts do turn to last year of march during the victory celebration over fourth ranked duke at the time and their basketball game. the celebration spilled out off- campus on to route 1. and it

definitely got out of hand. a lot of you most likely have seen this video by this time. the fires, the vandalism. and 28 people including jack mckenna were arrested but the state's attorney says that the police officers were the ones who crossed the line. they named two officers and three indictments against prince george's county officers reginald baker and james harrison of the special operations division. >> i believe i have a moral obligation to pursue prosecutions in a fair, firm, and consistent manner. my office will approach this case no differently than we approach any other case. >> i these are appropriate, the first degree assault is the appropriate charge. >> mr. mckenna is gratified after 18 months that there now is a criminal prosecution ongoing. >> reporter: the students who were originally arrested. those charges were dropped when the video came out. well, those two officer ever

since the investigation started they've been on paid administrative leave. andrea? >> reporting live from college park maryland this morning. thank you surae. a maryland contractor admits to supplying concrete on the construction for the woodrow wilson bridge. it reports the concrete was made by prefab concrete and also sub standard concrete the company supplied on other project. they were to make sure the concrete was in compliance. there will be a memorial service tonight at bowie state university for a student killed inside her own dorm room. 18-year-old dominique frazier was found dead last thursday. her roommate is now charged with huh murder. tonight's memorial will celebrate frazier's life. it starts at 7:00 p.m. there will be a funeral mass this morning for kara kennedy allen at holy trinity church in northwest. she was the oldest child of the

this morning, we've been watching the clouds lift to the north. also the showers and storms mainly in the carolinas but if you look from richmond here, see the light green coming up? that's some lighter showers out of richmond and i-64 approaching areas in the northern neck and now sneaking in over the swan point here. there'sal again just to the south some light showers from 301. visibilities have been a problem also. dog, dense fog in spots out west. cumberland to oakland, quarter mile visibility there. andrews air force base as well. seen frit easton and also towards stevensville and in montgomery county, visibilities at times have been down to half miles so watch out for the patchy dense fog. your temperatures, they're all running generally look at that. 64. 65. sterling, at 67. the warm spot. but very uniform on the temperatures with the cloudy skies and the high humidity at 100% and that patchy dense fog. right now north northeast wind
